Lubbers II & III: Wassenaar-era consolidation and welfare reform

Doctrine — stated goals and content

Continuation of the Wassenaar wage-moderation accord (1982) through two terms combining fiscal consolidation, tax reform, disability- benefit restructuring, and EMU convergence. Economic school: ordoliberal-adjacent Dutch consensus model ('poldermodel' label appears later) with explicit wage-moderation-for-employment social bargain. Left-right axis: centre-right under Lubbers II (CDA-VVD), centre under Lubbers III (CDA-PvdA). Key content: (i) Oort tax reform 1 January 1990 — simplified income-tax schedule to three brackets (7.05/50/60%), merged employee social-contributions into the schedule, broadened base; (ii) WAO disability-insurance crisis and TBA Act 1 August 1993 — 'WAO-crisis' — ~900,000 claimants, reform cut benefit durations and tightened medical criteria, triggered 1991 protests; (iii) Hard-guilder policy — guilder DM peg maintained through EMS crises; (iv) Gulf War finance contribution (~NLG4.4bn); (v) Public- sector reform — corporatisation of PTT (KPN) 1989, privatisation preparation; (vi) Wet Ketenaansprakelijkheid-revisions and flex-work consultation preparing 1996 Flexicurity; (vii) Maastricht Treaty signed in Maastricht 7 February 1992; (viii) NS Railways corporatisation preparation; (ix) AOW pension indexation struggle — wage-linkage suspended for consolidation; (x) Coffeehouse / soft-drugs formal tolerance policy refined 1991-94 (not strictly economic but institutional); (xi) Environmental Policy Plan 1989 (NMP) — first major climate-policy framework. Popularity: 1986 election CDA 34.6% with PvdA held; 1989 election PvdA gained, CDA stable — CDA-PvdA coalition unprecedented; 1994 election 'paarse' revolution — CDA collapsed from 35% to 22.2% (worst result since 1890s), PvdA 24.0%, VVD 19.9%, D66 15.5% — ended 77-year unbroken CDA/predecessor rule. Coherence: high over Lubbers II-III as a continuous wage-moderation + fiscal-consolidation + welfare-rebalancing programme; WAO reform broke the ageing social bargain and triggered realignment.
