Doctrine — stated goals and content

Fogh Rasmussen tax-freeze Liberal Venstre doctrine — a discipline- through-precommitment model combining an unconditional skattestop (tax freeze, Nov 2001) with stricter migration policy sourced from Dansk Folkeparti. Economic school: Danish liberal-market with welfare- preservation rhetoric — the tax freeze bound all direct/indirect rates nominally and froze real-estate tax in kroner. Left-right axis: centre- right. Dated policies: skattestop (from 2002 budget), 24-year rule marriage-migration tightening (2002), forlig labour-market tightening, 2004 EU eastward enlargement (Copenhagen criteria legacy, Denmark president of Council at Laeken 2001), structural reform of municipalities (Strukturreformen 1 January 2007 — 271 to 98 municipalities), Muhammad cartoons crisis (Jyllands-Posten 30 Sep 2005, embassy burnings Feb 2006 in Damascus/Beirut). Popularity: won 2001, 2005, 2007 elections. Fogh stepped down April 2009 to become NATO Secretary General. Coherence: high — personally disciplined, DF tolerated without ministerial seats.

Policy-content fingerprint — how the framework codes this movement on its axes

tax progressivity
fiscal.tax_progressivity
Progressivity of the personal income tax schedule, including top marginal rates, bracket spread, and targeted credits (EITC-equivalents).
unchanged · strong
Skattestop nominally froze all tax rates; structural progressivity drifted down via bracket creep.
immigration openness
regulatory.immigration_openness
Immigration policy openness — work visas, family reunification, asylum processing, border enforcement posture.
decreased · strong
more restrictive (lower caps, tighter enforcement)
24-year rule, attachment requirement, benefit restrictions on non-EU spouses.
rule of law
institutional.rule_of_law
Rule of law as institutional substrate — contract enforcement, judicial independence, equal treatment before the law. Upstream of most other axes.
increased · moderate
stronger rule of law
Strukturreformen rationalised municipal and regional administration.
spending level
fiscal.spending_level
General government spending as share of GDP, excluding transfers already captured under fiscal.transfer_expansion to avoid double-counting.
increased · weak
higher spending share
Tax freeze combined with modest welfare spending rise yielded pro-cyclical mid-decade expansion.
