What the policy did

Sixteen-day IDF operation against Hezbollah in southern Lebanon, 11-27 April 1996. The Qana shelling killed ~106 civilians at a UN compound and ended the operation with an Israel-Lebanon-Syria "April Understanding" ceasefire. The operation's cost and the Qana incident contributed to Peres's narrow 29 May 1996 direct-PM-election loss to Netanyahu.
