Doctrine — stated goals and content

Necas ODS-led "budget-responsibility" coalition — the principal Czech austerity episode of the euro debt crisis. Economic school: Czech centre-right orthodox consolidation (Kalousek-TOP09 fiscal orthodoxy) — VAT rate convergence (reduced rate 10% -> 14% -> 15%, standard 20% -> 21%), pension-age rise law Sep 2011 (no cap, 1-2 months/year), super- gross-wage retention, second-pillar pension funds launched Jan 2013 (voluntary opt-in).
