Republic Act 9700 (Comprehensive Agrarian Reform Program Extension with Reforms, CARPER) signed 7 August 2009 extending the 1988 Comprehensive Agrarian Reform Program (CARP, RA 6657) by five years (to June 2014) with funding commitment of PHP 150bn. CARP originally launched under Cory Aquino redistributed ~5.3m hectares (target 10.3m); CARPER added ~1m ha. Strengthened compulsory-acquisition procedures against large landholdings, reinstated five-year protection against land-conversion, expanded support services (credit, irrigation). Programme formally expired 2014 after CARPER's five-year extension; residual distribution continued administratively.
Per invariant 3, reforms are scored by what they did on each channel-separated axis, not by the party that enacted them. This fingerprint is how the policy-match engine finds historical analogues.
Explicit links are curated by the author. Inferred links are hypotheses in the library that test the same axes this policy moved — the framework's answer to "what does the data say about a policy like this?".
Ranked by axis-fingerprint overlap with this policy. Direction match bolded — those are the closest historical analogues. Shape of the match is what drives policy-outcome comparison, not the country or party label.
