From 2006 the UAE introduced indirect elections for half of the 40-seat Federal National Council (advisory body), with the other half appointed by the rulers of the seven emirates. The electoral college was small and hand-picked initially and expanded in later cycles (2011, 2015, 2019, 2023). The FNC remains consultative, not legislative.
