Egmont Pact 24 May 1977 between CVP/PSC-BSP/PSB-FDF/VU coalition attempted full federalisation with community and regional competences, Brussels-periphery compromise, linguistic arrangements. Council of State issued negative opinion February 1978. Coalition unable to ratify implementing legislation; Tindemans resigned 11 October 1978. Failure set the pattern for the incremental three-stage federalisation of 1980, 1988, and 1993 under Martens.
