What the policy did

Loi of 13 February 2003, effective 1 June 2003, opened civil marriage to same-sex couples. Belgium became the second country globally after the Netherlands. Initial law did not grant adoption rights; extended by 2006 law. Full parity achieved in subsequent reforms.
