Report delivered February 1991 documented 2,279 deaths and forced disappearances under the 1973-1990 dictatorship. Aylwin's 4 March 1991 speech asked forgiveness "en nombre de la nación." Complemented by Ley 19.123 (1992) establishing reparations and the Corporación Nacional de Reparación. Later extended by Valech Commission (2004) on torture survivors.
