What the policy did

Acuerdo Político Final signed 9 March 1990 between the Barco government and the Movimiento 19 de Abril (M-19), Colombia's second-largest insurgency (after the Palacio de Justicia 1985 legacy). M-19 surrendered arms at Santo Domingo (Cauca); political party Alianza Democrática M-19 formed. Presidential candidate Carlos Pizarro assassinated 26 April 1990; successor Antonio Navarro Wolff led AD M-19 into the Constituent Assembly winning 19 of 70 seats. Rarely-replicated successful Latin American guerrilla-to-party transition.
