What the policy did

Bilateral ceasefire agreement between Betancur government and FARC-EP signed 28 March 1984 at La Uribe, Meta. Provided for truce, political participation via Unión Patriótica (UP) — founded 1985 — and incentives for reinsertion. Parallel accords with M-19, EPL, Autodefensa Obrera. UP subsequently subjected to paramilitary extermination (~3,000-5,000 murdered 1985-2002).
