What the policy did

7 November 1998 Resolución 85 created 42,000 km² demilitarised zone (5 municipalities: San Vicente del Caguán, La Uribe, Mesetas, La Macarena, Vistahermosa) for FARC peace talks. Formal talks opened 7 January 1999 with silla-vacía incident (Tirofijo absent). FARC Plataforma bolívariana counter-proposal. Zone terminated 20 February 2002 after FARC hijacked commercial flight.
