The Oslo Declaration of Principles, signed at the White House 13 September 1993 by Rabin and Arafat following secret Norway-hosted negotiations, established mutual PLO-Israeli recognition, a five-year interim self- government for Palestinians beginning in Gaza and Jericho, and a timetable for final-status negotiations on Jerusalem, refugees, settlements, and borders.
