What the policy did

Signed by Taoiseach Garret FitzGerald and PM Margaret Thatcher on 15 November 1985 at Hillsborough Castle. Gave Irish government formal consultative role in Northern Ireland affairs via the Intergovernmental Conference. Institutional precursor to 1998 Good Friday Agreement framework. Opposed by Unionist parties; replaced by North-South Ministerial Council 1998.
