What the policy did

Mass mobilisation campaign launched March 1984 requiring queueing, punctuality, environmental sanitation (monthly sanitation Saturday with enforced immobility 7-10am), anti-corruption discipline, and cultural values. Enforced through military-style tribunal penalties for infractions. Produced initial public compliance but generated authoritarian resentment by end of 1984.
