Adopted by Storting resolution a fiscal rule limiting structural non- oil deficit to the expected real return on the Government Petroleum Fund, initially set at 4% (reduced to 3% in 2017 after review). Proposed by Stoltenberg I (AP) and consolidated under Bondevik II. Institutionalised intergenerational saving of petroleum revenues.
