What the policy did

First transfer of petroleum revenues to the Statens petroleumsfond (Government Petroleum Fund) under the 1990 Act. Established the sovereign-wealth mechanism separating oil-revenue cash flow from mainland budget. Renamed Statens pensjonsfond utland in 2006. As of the 1990s and early 2000s, investments were in foreign-currency fixed income and later (2000+) equities.
