President Farooq Leghari dismissed PM Benazir Bhutto's second government 5 Nov 1996 under Article 58(2)(b) citing corruption, extrajudicial killings (including Murtaza Bhutto killing 20 Sep 1996), and broken constitutional norms. Third dismissal of elected civilian government under 8th Amendment within eight years. Subsequent 13th Amendment (Apr 1997 under Nawaz Sharif second term) repealed presidential dismissal power.
