What the policy did

Vice-President Alberto Dahik, architect of Durán Ballén's Plan Macroeconómico, charged October 1995 with misuse of reserved expenditure fund (gastos reservados). Supreme Court ordered his arrest 11 October 1995; Dahik fled to Costa Rica and received political asylum. Triggered collapse of modernisation programme credibility; predates the November consulta popular defeat. Asylum upheld 2005 when Ecuadorian court ruled charges politically motivated.
