What the policy did

Stability and Growth Pact adopted at Amsterdam European Council 17 June 1997 and formalised through Regulations 1466/97 and 1467/97. Designed by German Finance Minister Theo Waigel; committed euro-area states to keep deficits below 3% GDP in normal times and aim for close-to-balance medium-term fiscal positions; excessive-deficit procedure with sanctions. Cornerstone of EMU fiscal governance.
