What the policy did

Repeal of Section 2A December 1991 restored multiparty politics after nine years. Forced by donor pressure at November 1991 Paris Club meeting (aid frozen pending political reform). Opened space for FORD, DP, and other opposition parties ahead of December 1992 presidential election. Moi won 1992 and 1997 on split opposition.
