Law No. 3320 enacted 31 Dec 1980, effective 1 Apr 1981 — first Korean competition statute. Prohibited market-dominant abuses, cartels and unfair trade practices. Korea Fair Trade Commission (KFTC) established Apr 1981 as an Economic Planning Board bureau (became independent agency 1996). Introduced chaebol cross- shareholding and inter-subsidiary debt-guarantee restrictions in later 1986, 1992, 1996 amendments.
