Trade policy openness — tariffs, non-tariff barriers, FTAs, industrial protection.
Targeted industrial and sectoral subsidies (renewable energy, chip manufacturing, agriculture, green hydrogen, etc).
Security of private property rights — formal recognition, expropriation risk, titling systems.
Implementing regulations (PP 1/2014, Permen ESDM 1/2014) under the 2009 Mining Law that banned export of unprocessed mineral ores (nickel, bauxite, copper concentrate, iron ore) effective 12 January 2014. Copper concentrate received partial exemption via progressive export duties; nickel and bauxite bans were fully effective. Triggered an initial FDI shock and ~USD 5bn hit to mineral export revenues, but catalysed domestic smelter construction, especially nickel in Sulawesi (Morowali IMIP, Konawe). Nickel ban was partially relaxed 2017 and reinstated Jan 2020 under Jokowi.
Per invariant 3, reforms are scored by what they did on each channel-separated axis, not by the party that enacted them. This fingerprint is how the policy-match engine finds historical analogues.
Explicit links are curated by the author. Inferred links are hypotheses in the library that test the same axes this policy moved — the framework's answer to "what does the data say about a policy like this?".
Ranked by axis-fingerprint overlap with this policy. Direction match bolded — those are the closest historical analogues. Shape of the match is what drives policy-outcome comparison, not the country or party label.
